Mission
To support the delivery of quality health services by ensuring the availability of functional, appropriate and quality healthcare technologies that are safe, effective and efficacious with the adoption of efficient health technology management (HTM) practices.
Mandates
- Ensure functionality, efficacy and safety of medical equipment for all health facilities under the Ministry of Health through systematic repair, maintenance and management.
- Lead the inspection, maintenance, repair and replacement of medical equipment for health facilities across the country.
- Provide necessary technical backstopping to all relevant stakeholders as and when required.
- Institute cost-effective measures through preventive maintenance and other proactive measures.
- Strengthen research engagement in biomedical engineering, review and examine local and international markets, global supply chain, and keep updates on the new and emerging equipment.

Maintenance and Calibration Division's Mandates
- Repair and maintenance of medical equipment for all health facilities under the Ministry of Health.
- Attend installation, commissioning and condemnation of medical equipment.
- Conduct performance verification and safety testing of medical equipment.
- Develop SOPs, guidelines and manuals for operation, maintenance and management of medical equipment.
- Strengthen technical capacity on the maintenance of medical equipment in the country.
- Provide technical inputs to design of health facilities where medical technology is used.
- Provide training to the end users on the safe use of medical equipment.
- Conduct maintenance data analysis for evidence-based maintenance of medical equipment.
- Institutionalise facility-based ownership for care and maintenance of medical equipment by HCC (National Health Policy 2011)
- Institute cost-effective system for medical equipment management through preventive maintenance and other proactive measures.
- Coordination of external services and vendors.
- Initiate establishment of Fabrication Laboratory (Fablab) for reverse engineering in biomedical engineering.

Planning and Inventory Division's Mandates
- Manage inventory of medical equipment installed in all Health Facilities in the country.
- Plan and manage medical equipment spare parts.
- Liaise and collaborate with the Department of Procurement and Properties and ensure uniformity and consistency of medical equipment inventory.
- Develop replacement plan for medical equipment.
- Partake in review and revision of national medical device list.
- Conduct life cycle cost analysis.
- Coordinate technical support for pre-purchase evaluation, selection of medical equipment and support to relevant agencies within the Ministry of Health on issues pertaining to biomedical engineering.
- Plan, coordinate and manage annual performance of the department.
- Conduct feasibility studies for outsourcing of biomedical engineering services.
- Assess and monitor medical equipment utilisations.
- Manage health technology projects.
- Manage and monitor rental reagent system.
- Develop specifications of medical equipment and devices (National Health Policy 2011) in coordination with relevant stakeholders.
- Standardize medical equipment and medical gas systems in the country.
- Conduct research and development in the field of biomedical engineering.
- Conduct data analysis on maintenance and performance of different brands of medical equipment to guide standardization and promote evidence based maintenance..
- Conduct hospital-based HTA, horizon scanning, etc to guide introduction of new technologies.
