DEPARTMENT OF CLINICAL SERVICES

Core Mandates

  1. DoCS will be responsible for seamless clinical service delivery in all health facilities across the country in both allopathic and traditional medicine. 
  2. DoCS will periodically review and update the clinical services delivery framework, SOPs and accountability framework among the different levels of health facilities and health professionals. 
  3. DoCS will establish a dedicated referral system staffed with an appropriate professional team who would design, establish and monitor clinical referral systems, both in-country and ex-country, towards the national objectives of universal access, equity, quality and cost-effectiveness of services.
  4. DoCS will adopt cluster approaches for specialized services to reach equitable services to the population. 
  5. DoCS will institute a system of quality improvement supported by periodic clinical audits.
  6. DoCS will lead planning, recruitment/mobilization, deployment, transfer and attrition of all health workforces for all health facilities in the country, guided by strategic and operational HR master plans.
  7. DoCS will establish mechanisms for technical and career mentorship and growth through appropriate deployment policies, apprenticeships, fellowships, residency programs, among others.
